    History of Cheyenne LEADS
Cheyenne LEADS, the Cheyenne-Laramie County Corporation for Economic Development, is an outgrowth of the deliberations, studies, wide-ranging in-depth interviews and public workshop conducted by an Economic Development Task force established in late 1985 to formulate an economic development strategy for Cheyenne and Laramie County, Wyoming. The result, Cheyenne LEADS is a new kind of organization, whose structure has been carefully thought out to respond both to the Economic Development needs of Cheyenne and Laramie County—as the people themselves have identified them—and to the realities of the marketplace.

The task force discovered that meaningful economic development requires a sustained, full-time, business-like approach. Cheyenne LEADS has been organized as a business, managed by paid, professional staff and accountable to the "stockholders," its dues paying members.
